"A new report by the State Auditor's
Office uncovered some mishandlings with a program run by the
Texas Department of Transportation. The Medical
Transportation Program is designed to help mainly Medicaid
patients get to and from doctors appointments. Last year,
they transported 196,308 Texans in an ambulance from a
private medical transportation company. The companies must
meet certain requirements if the government foots the bill.
The report focused on four transportation
providers in the state: American Medical Response, Irving
Holdings, LaFleur Transportation and East Texas Support
Services. Of the 239 drivers studied, 16 percent had
criminal backgrounds and 14 percent had invalid driver's
licenses.
The report found a TxDOT program hired
people with criminal backgrounds and invalid drivers'
licenses. The audit also found some of the subcontractors
hired by private medical transport companies are not on
TxDOT's approved list. The largest transportation
provider is American Medical Response. An email from their
regional director of communications said..."This [report] is
not for AMR ambulances, paramedics or EMTs ... this [report]
was for subcontractors for a managed transportation
contract."
"We'll have to tighten our rules and
procedures that we have with the program that regulate what
the vendors and contractors can do and how they are to
perform in the program," TxDOT spokesperson Mark Cross said.
For now, TxDOT said the contracts with the private medical
transport companies will continue.
TxDOT has less than a year to try and fix
the medical transportation program. Starting Sept. 1, 2008,
the program will be under the control of the Texas Health
and Human Service Commission."

morning accident in Leonard involving an ambulance that
killed three people to find out why the accident happened."
"A Shreveport, Louisiana, woman and her
twin sons were killed in the accident Christmas morning
around 6:00 a.m. in the Leonard/Trenton area. Authorities
tell us a Bonham ambulance, headed North on FM 981 did not
see a Chevy Malibu headed North on Highway 69, and pulled
out in front of it.
The Malibu hit the ambulance. The impact
sent both vehicles off the road, flipping the ambulance on
its side, sending the Malibu crashing through a fence,
killing the driver and her twin sons."
